A Plumber Who Understands the Build Process

New construction plumbing is not the same as service plumbing. It requires reading blueprints, coordinating with other trades, meeting inspection timelines, and knowing how to install systems that will pass code the first time. A missed inspection or a failed pressure test can hold up an entire project. The plumber you choose for new construction needs to keep up with the build schedule, not slow it down.

Bailey Bros. Plumbing & Drain Services handles new construction plumbing for residential and commercial projects across Central Maryland. We work directly with homeowners building custom homes, general contractors managing multi-phase builds, and developers putting up commercial buildings. Our scope covers every phase of the plumbing timeline, from underground sewer and water taps through final fixture installation and inspection.

In Maryland, all plumbing work must be performed by a licensed plumber, and new construction plumbing requires permits and inspections at multiple phases. Performing plumbing work without a license carries fines up to $5,000 per violation. We handle the plumbing permits, schedule the inspections, and make sure the work passes on the first walk-through. Maryland License #74826.

Our team is led by a Master Plumber and Master Gas Fitter with 28 years of experience in both residential and commercial new construction plumbing. Every job is backed by a 1-year labor warranty. Financing is available through Wisetack for homeowner-direct projects.

When You Need a New Construction Plumber

You're Building a Custom Home

A new home needs a complete plumbing system designed from scratch: water service line, sewer connection, supply and drain rough-in for every kitchen, bathroom, and laundry room, plus water heater, hose bibs, and gas lines. We handle the plumbing for your new house from the ground up.

You're Adding an Addition to Your Home

A room addition, a second story, or a new wing needs plumbing tied into your existing system. We extend supply and drain lines, rough-in new fixtures, and make sure the additional load doesn't overwhelm your current infrastructure. If the addition includes a bathroom or kitchen, that's full plumbing for an additional scope.

You're a General Contractor Who Needs a Reliable Plumber

If you're a builder or GC managing a residential or commercial project and need a plumber for general contractor coordination, we show up on schedule, meet inspection windows, and don't hold up the next trade. We've worked with contractors across the I-95 corridor for years.

You're Building a Commercial Property

Restaurants, office buildings, retail spaces, and medical facilities all have specific plumbing requirements. Commercial new construction plumbing includes larger pipe sizing, grease traps, backflow preventers, multiple restrooms, and commercial water heater systems. We handle it.

Your Current Plumber Fell Behind Schedule

If your plumber dropped off the job, missed inspections, or isn't keeping up with the build timeline, we can step in. We assess where the project stands, pick up where they left off, and get the plumbing back on schedule.

You Need Sewer and Water Taps for a New Lot

Before anything gets built, the lot needs connections to municipal water and sewer. We coordinate the sewer tap and water tap with local utilities, handle the underground plumbing, and get the connections inspected and approved.

New Construction Plumbing Phases

Underground Plumbing

The first phase. This includes the sewer line from the building to the public main (or septic), the water service line from the meter to the building, and any underground drain lines beneath the slab or crawl space. Underground plumbing for new construction is installed before the foundation is poured and must pass inspection before the build continues.

Rough-In Plumbing

The second phase. Rough-in plumbing includes all supply lines, drain lines, and vent stacks installed inside the walls and floors before drywall goes up. This is where every fixture location is set: toilets, sinks, showers, tubs, dishwasher, water heater, laundry, and hose bibs. Rough-in must pass a plumbing inspection before the walls can be closed.

Top Out Plumbing

Top out plumbing connects the vent stacks through the roof and completes any above-ceiling work. This phase ties together the rough-in system and prepares it for the final inspection before trim out begins. In some jurisdictions, top out is inspected separately from rough-in.

Trim Out Plumbing

The final phase. Trim out is when all visible fixtures are installed: faucets, toilets, shower heads, garbage disposals, dishwasher connections, water heater hookup, and outdoor hose bibs. This is the last step before the plumbing system is fully operational and ready for the final inspection.

Why Bailey Bros. for New Construction

We Stay on Schedule

In new construction, the plumber controls the timeline at multiple points. If the underground isn’t done, the slab can’t be poured. If rough-in isn’t done, drywall can’t go up. We understand the build sequence and coordinate with your schedule so the project keeps moving.

We Pass Inspections the First Time

Every phase of new construction plumbing requires a plumbing inspection before the next trade can proceed. A failed inspection delays the entire project. We know Maryland plumbing code, we prepare for inspections properly, and we pass the first time.

Master Plumber and Master Gas Fitter on Staff

New builds often need both water and gas systems. Our team includes a licensed Master Plumber and Master Gas Fitter, so we handle water supply, drain and sewer, and gas line piping under one scope. No need for a separate gas contractor.

We Handle Permits and Coordination

We pull the plumbing permits, schedule the inspections with the local authority having jurisdiction, and coordinate with the utility companies for sewer and water taps. You don’t have to chase paperwork. We handle it.

Residential and Commercial Experience

We’ve completed new construction plumbing for custom homes, home additions, multi-unit residential projects, and commercial buildings across Central Maryland. Whether it’s a single-family home in Bel Air or a restaurant build-out in Baltimore, we have the experience to handle it.

What New Construction Plumbing Includes

A complete new construction plumbing scope covers every component of the building’s water, drain, sewer, and gas systems from the ground up. Here’s what a typical residential new build includes.

The project starts with a plan review. We review the architectural and mechanical drawings, verify fixture locations, size the supply and drain systems, and identify any gas line requirements. Once the scope is set, we pull the plumbing permit and begin work.

Underground work comes first: sewer line to the main or septic, water service line from the meter, and any under-slab drains. After the slab is poured and framing begins, we move to rough-in: supply lines, drain lines, and vent stacks for every fixture in the building. Gas lines for water heaters, furnaces, ranges, dryers, fireplaces, and generators are run during this phase. After rough-in passes inspection and drywall is hung, we return for trim out: installing all visible fixtures, connecting appliances, and completing the final inspection.

For commercial projects, additional scope may include grease trap installation, backflow prevention, commercial water heater systems, and multi-restroom rough-ins. We size and install commercial systems to meet the building’s intended use and local code requirements.

New Construction Plumbing Questions

How much does new construction plumbing cost?

Cost depends on the size of the building, the number of fixtures, whether gas lines are included, and the complexity of the sewer and water connections. We provide a detailed estimate after reviewing the plans. Financing is available through Wisetack for homeowner-direct projects.

The plumbing timeline for new construction spans the entire build. Underground takes 1 to 3 days. Rough-in takes 2 to 5 days depending on the size. Trimming takes 1 to 2 days. The time between phases depends on the build schedule and inspection availability.

Yes. Our Master Gas Fitter handles all gas piping alongside the water and drain systems. Water supply, sewer, drain, vent, and gas are all under one scope. No need for a separate gas contractor.

Yes. Home additions, second-story additions, garage conversions, and new wings all require plumbing tied into the existing system. We handle the extension, rough-in, and trim out for any additional scope.

We serve Harford County, Baltimore County, Baltimore City, Anne Arundel County, and Howard County. We work on projects from Aberdeen to Laurel along the I-95 corridor, and from Annapolis to Towson across the Greater Baltimore area.

Rough-in is everything behind the walls: supply lines, drain lines, vent stacks, and gas piping installed before drywall. Trim out is the final phase, when all visible fixtures are installed: faucets, toilets, shower heads, disposals, and appliance connections. This happens after drywall is up and the walls are finished.
